Local governments, seeking alternative public funding sources, have developed certain taxes and fees for developments. Since impact fees cannot be used to upgrade existing system facilities, governments avoid using them and instead increase permit and inspection fees for residential development. Local government also has taken on the role of protecting the public from inadequate construction and development through inspections, but due to lack of funding in many jurisdictions, is unable to uphold that commitment. Fully funding these departments will bring back that consumer trust. The Charleston Trident Home Builders Association doesn’t oppose regulatory fees but believes they should be commensurate with the service provided within the department where the fee was collected. |
